When and Where is Bryce Harper Going to Sign?

Spring training has begun and we are still asking the same question, when is someone going to sign Bryce Harper? The questions impact and urgency has increased even more with Machado signing with the Padres for $300 million over 10 years as well as the massive extension that Nolan Arenado has now signed with the Rockies for the next 8 years for $260 million.
Since the beginning, Harper has been linked to the Phillies for all of the offseason and yet, he still remains unsigned even those it is clear that there are teams interested in bringing him in. Its incredible that a player of his caliber has been linked on and off with so many times and manages to remain unsigned. We see this with other big name free agents too that still remain unsigned, such as Craig Kimbrel and Dallas Keuchel that still remain unsigned despite their talent that so many teams in the league could benefit from bringing onto their team.
With the big moves occurring within the NL West, I wouldn't be surprised to see either the Giants or the Dodgers make a play on Harper, with both of them being previously linked to him. However, I believe Harper will sign with the Phillies when all is said and done, given that the Phillies are willing to spend crazy money on a free agent and how constantly they have been linked to him. If this happens I expect the NL East to be incredibly competitive this offseason, just as the NL West could be if Harper ends up signing with either the Dodgers or Giants.
